Inline Fuse?

Hi all, I'm new to this forum, but I have been on the shotimes forum for about a year (delphi has become a pain). Anyway to the question:

I have an 80amp inline fuse installed on the power wire to my amp in the trunk. Anyway recently it blew, and I cant possibly see how I have a sony class D amp, and its only pushing out 700watts. The wire all around the fuse is green (im assuming its gotten wet somehow then). Could the fuse getting wet cause it to blow. I have the fuse mounted on the black peice of metal going to the... well Ill say power steering because I dont feel like going out to check right now. Anyway should that area be wet. And is the inline fuse necessary as my amp has its own fuses?

Power wire is made of copper and when copper corrodes it produces a greenish poder. I don't think if its gettimg wet at the fuse that it wouldn't blow cause the water would just allow the current to bypass the fuse. If it is geting wet and grounding to the car aft of the fuse even were the wire leaves the fuse block than it would cause the fuse to blow.
