Turbo Oil Leak

checking lines searching for a boost leak I may have I found that on the rear turbo on the top a line was not connected, looks like the clamp came off. The line and the intake piping going into the turbo has a decent amount of oil and dirt caked on it.

Does anyone know what line this is and if it would cause a shudder in low rpm or an excessive amount of oil in the intake?

I have same thing. The shop I took it to immediately told me I need two new turbos. $6000. I'm not even sure they checked if it could be a line. I'm going to get another shop to check it out before I break off that many Benjamin's.
