I just bought an 89 sho and when i got it it had some hesitation when pressing the gas at idle not in gear, in gear and when accelerating when it hits 3500 or so rpm it seems to regain its power its almost as if it lurches below 3500 it also had a whining sound when accelerating like a turbo sound building up. its not the clutch thats doing the lurching cause there is no rpm increase when the rpm increases the car speeds up. i know the front motor mount is bad there is a little bit of oil in the front 3 plugs i dont know about the back ones my fuel filter and air filter were changed there are no knocks from the engine at all when it grabs it really has lots of powerr but sometimes it drives like a normal car. I will changed the plugs and plug seals and wires and even the tapet cover gasket if needed maybe even the o2 sensors if needed and as far as the tps but after this i dont know what to do other than maybe check the fuel pressure or egr valve maybe get it plugged in and look for codes (oh btw the whining sound is coming from the pully area doesnt sound like too big of a deal but there is also a missing sound not very loud at low rpm kind of a sputter once i give her more gas its fine)

If you have no records of a 60k maintance being done then I would get it done to be safe. It obvious that the valve adj has not been done since there is oil in the plugs.
Just to have peace of mind on yourself and to prevent future issues, do the full 60K/120k.
The whine may be a new timing belt in there so maybe half the 60k/120k was done. The issues your describing sounds like the oil in the plug wells. It causes the ignition to short itself on the engine.

First clean all the plug wells, plugs and wires. This should make a big diffrence. I would change them as soon as can. If the wires haven't been dammaged by the oil in the plug wells you can just clean them and they will be fine untill you can change them. But your symptoms are identical to what happens when theres oil in the plug wells and they start grounding out causing a miss. Also if the front ones are leaking you can just about guarantee the back ones are too. The back bank doesn't have the cooling the front bank has so those seals have a tendency to fail sooner.

Shoman94's correct if it has not had its 60K you will want to do that as soon as possible. If it is a MTX the timing belt can play a role in power. ATX has a hydraulic tensioner so it trys to keep the belt adjusted automatically. The vales will need shimmed.
