Can you please hook up a light between the positive battery terminal and the self test out pin as described on this page and attempt to read the codes - there is a good chance your check engine light is simply burnt out:

If you still do not get any blinks, it means your computer is either dead or not getting power! Congratulations, you found your problem. If the computer is not getting power, it is most likely that you still have your CCRM wired incorrectly or you are using the wrong CCRM. Did you ever attempt to remove all the relays / hacks that the previous owner installed going into the CCRM?
The CCRM performs the following functions (if I recall correctly
-Turns engine computer on/off
-Turns fuel pump on/off
-Turns radiator fan on/off.
What year is your car? What are the numbers / letters that are listed on your replacement CCRM? You should have a version "J" CCRM if my searching around the forum is correct - any other version can plug into the harness but will cause different problems.
