Does this sound like a blown piston ring??

Here within the past two weeks the power on my 91 SHO has seriously dropped. When i goose the throttle the engine is veerryy sluggish to wrap out. If I slowly dump the throttle the rpm's will climb just fine. It's almost like there is a restriction there of some sort. But when i pulled the spark plugs to check them they were all good except one. It had an oily residue on it and was fouled out. I put new platinums in it and for the first couple of times I wrapped the engine out it climbed just fine, then was doggy again. If there is oil in the cylinder does that mean my rings are bad? What dous that sound like to the experienced ones? What can I do about it. Also how do I run a cylinder balance test?
