That is always the case. You have to resign yourself to this fact owning a high maintenance older car. We all have to deal with it. First recommendation..have access to another vehicle.
Any idea on what this does, found it under the passanger seat

Wow that's old! It is an EPROM chip. That is a programmed chip from the old defunct SHOshop in Huntington Beach Cali. I would not use it as they tend to bounce around and cause computer errors in the PCM. And I don't know why those snipped wires are integrated into the chip housing.
