Whats your idle?

So what is your idle at? My 95 ATX drops down to 600 rpm some times. Seems low to me. Do I have a problem or is this normal?

The factory warm idle for all Gen 2 ATX's is 704 rpms in drive and 752 rpms in neutral.

When exactly do you experience said RPM drop (eg. coming to a stop, going from reverse to drive, etc.)?

I start the car and it will idle at around 700-750. Then after warming up goes down to around 600-650 wail idling in neutral.

I just replaced my plugs and wires and my car did the same thing. After sitting over the night, it returned to normal cold-idle speed at about 800rpm. Try disconnecting the negative battery terminal and letting the computer reset. (have you done any recent repairs? Forget to hook up sensors / vacuum hoses, etc.?)
