Tape Deck Issues

Today I received my salvage yard 98 radio atc. It was the plan to cure the battery draw and fix the tape deck. Install the new unit and what do you know the tape deck is not working. It does activate and try to do something (more than what the other one would do) but I cant get it to work. I am so disappointed. Doesn't seem like tape decks ever work.

Here is the deal...I don't care if the tap deck works. I just want to bypass the deck and provide a I-pod hookup, but I have the issue of needed this tape deck to think everything is working correctly so that it doesn't jump back into FM because it thinks its broke.... I need to either trick this one or order 5 more Radios and hope at least one of them works. If I find one that works I assume I just need to throw a blank tape into the deck and hard wire the back side for my I-pod. Unless somebody else has any better ideas to achieve my goals?

The other option is if the tape deck portion is the same for 96-99 years. Its possible although not likely (Remember 98-99 radios have different plugs) to remove a tape deck out of a regular 96-99 taurus radio and swap the decks.
Seeing that the **** style a/c controls are more plentiful...
