Radiator Fans

Hey guys - what temperature do the radiator fans come on? I have a 93 octane tune from Torrie and 170 degree stat. I'm asking because while running Torque, I saw my temps go to 210 degrees while in traffic. The ambient temp was 19 farenheight. It came right down when I started moving. Is that normal? Thanks

My completely stock non-PP runs about 190F in the Texas Summer heat. I did notice when idling in the garage after getting home from work(it was in the 90's that day) it showed the ECT as 212F. It wasn't getting good air flow just sitting in the garage and it was heat soaked. With A/C the fans should run all the time.
