you have 2 choices:
1. do the idle reset procedure - you are supposed to have the a/c on, the headlights on, the radio on when doing the idle reset. if you did it w/ the a/c low, it didn't cycle on/off, so the pcm doesn't know how much to adjust the idle for the a/c load.
2. drive it for a few weeks, during which time it will adapt to the added load of the a/c cycling.

when I do the idle reset on the 92, I have to leave the a/c off, or it makes too much change in idle speed when it kicks on/off. if I leave the a/c off during the idle reset, it does what you describe above, but over a few weeks it learns to account for the a/c kicking on/off but does not over-do it. (this is partly due to the 8 lb flywheel I have on the engine, so its more responsive than the pcm expects)

It warmed enough up here in the NW to try doing more work on the 95 atx. Tried the reset for the IAC and after a little while it was back to the surging. Have the luck of having 2 SHO's so I took off the IAC and exchanged it with the other which now both cars have new IAC's and the unit worked fine. I was doing some reading of one of the older post and a member was having similar problem, surging at idle, ran decent with the climate controls off, he was doing almost the same stuff I am doing, replacing parts. But the member was able to cure his problem with a new fuel pressure regulator. How do you check to see if it has gone bad? The fuel pump is pumping but I have to pick up some gauges to check the pressure. I did install a new fuel filter which I was going to do anyways before this problem started. But nothing seems to help. Looked all over to check for vacuum leaks but haven't found nothing

Give an update......... I found one problem with my idle and that was the cruse control cable mount was broken. I saw this earlier but didn't think nothing about it. Just pushed back together so the cruse control cable would slide smooth. This little pull on the cable caused the throttle to stay open just a hair so I am assuming that it was knocking the reset all out of whack. Now the cruse control doesn't work so I just ignored it and kept looking for something else. So I had another cable that I had pulled from the wreaking yard and replaced it. The idle is little better now but still a little weird. I think now that the cable has been repaired, the idle reset should do it. But received my crank shaft seal today and the car is up on jacks so will see here in a day or two what has happened.
