thats round about what i torque mine down to,just to be safe.

Cut a little hole in the plastic fender liner opposite the crank pulley bolt so all you have to do is remove the tire and reach in with a long extension through the hole to check torque periodically. Torque to the upper end of the spec to compensate for the (minimal) torsion wrap-up in the long extension. I check it every time I rotate the tires.
ummmmm no. There's barely enough room to tighten the tensioner on an ATX with a short socket. It would be very, very difficult to get down there from the top.
