Front bumper cover (removal)???

How do you go about removing the bumper cover? I got all those pins out (6 on top and however many by the foglights).....my chilton's staes you must remove the 2 nuts on each side but they are rusted very badly, and I need some advice on how to deal with them???? I have tried liquid wrench, wd40, kroil, etc...

P.S. Its for a 93.....One other thing, does the cover have to be removed to replace the headlight mounting panel?

NO! mounting panel should come off without removing cover.... SHOULD that is..... Those 2 side pieces attach to the top of the cover, and have a "wing like" piece that stretches to the bottom, They are riveted to the top, so dont want to rip if you can avoid it, but the bolts once off, are not a bad job...
