Recently, once warmed up my car's engine tempature have stayed at the top of the gauge and the cooling fan never seems to stop working. The tempurature seems to go down and stay down if I'm driving on the freeway at higher speeds but as soon as I'm on the surface streets it rises again. There's plenty of coolant and I had both the waterpump and thermostat replaced just few months ago during my 100K and the coolant doesn't seem to be leaking so what can it be?

As long as the water pump pulley is turning, the water pump is pumping fluid. Sounds more like an airflow problem through the radiator. Verify that there is a good flow of air coming from the fan. Is there any damage to the plastic fan shroud? Is it flush to the rear of the radiator? Your cooling system sounds like it is working fine as long as the car is in motion. If indeed the fan is running, you need to find out why the air isn't moving through the radiator.

Mine did the same thing. It would warm up to the N-O range, and the fan would come on and never seem to be able to cool it off, unless I started moving again. About this time, the radiator blew, and it was in some ways a godsend. Now, whenever the fan kicks on, even in 85-90 degree temps, it will cool down and shut off. I flushed the radiator and even ran Prestone Super Cleaner and replaced the thermostat twice. The only thing that helped was to replace the radiator.
