Well, I can turn on the vent and I don't get any air, but I figured that was due to the valve on the air box. Didn't seem to work with the Continental unit either.
I'm confused by this. I thought you typed that all the features on the Continental unit worked, unlike the PNL-FLR button on your original panel? There is a diagnostic mode for the EATC but I don't recall if it will cycle through all the air paths to confirm function.

I guess that wasn't clear. From the EATC's perspective, all the buttons visibly changed modes. Neither unit could get air to come out of my vents. My assumption is that it is either the vacuum supply or the airbox's malfunction, but hard to tell at this point. I don't really hear anything being actuated (#4) when I press the vent button and I feel like I should hear the door opening and closing on the manifold.

All four of the solenoid valves use the same vacuum supply, so if some of them are working, the issue is not the vacuum source.

A well known problem with 03-04 era Crown Vics is o-ring failure in the control head. The coils are smaller but the construction could be similar. On the Crown Vics, you can carefully disassemble the control head and replace the o-rings with high temp Viton o-rings.
