I'm having this issue with my '92 MTX running sluggish from time to time I've recently changed the valve covers ...new motorcraft plugs and wires and new fuel filter and also have a full 2.5" exhaust system including a 2.5" catless Y pipe ...now the car seems to go into a in and out phase of running real sluggish when accelerating through 1st to 3rd but then sometimes it wakes up and can really move out and it hauls ass like it supposed to but then after a while or if the next time I drive the car it goes in that lagging mode where it gets sluggish again ...can someone help me out or give me an idea of what's going on?

Have you pulled your codes yet?
Can you measure your fuel pressure at the Schrader valve when driving around. I was able to do this with an extender hose and the gage sticking out near the wiper blades

I did a pressure test recently with the gauge and manually hit the throttle and it seem to have had good pressure

So are they any codes?
Is the throttle position sensor the original one or has it been replaced recently. There is a test where you can back probe the connector to see if it is working correctly. Do a search for throttle position sensor

I switched the TPS off my old ATX throttle body to see if it was that and still same result

When you went to catless, you lost a bit of low end torque (which translates to seat-felt performance) and you gained a bit of high rev horsepower.
Those are the symptoms you are quoting, so that is a part of it (but maybe a small part).

Pull your codes so we can see what is going on with the engine. Depending when you last pulled your codes, you should clear them first and then pull them after you get another low power event.

I had a 95 MTX that stumbled and had low power in the first couple of gears. There were no codes and it ended up being a bad fuel pressure regulator and bad spark plug wires.

I pulled my codes and I got 536 which is a brake on/off circuit not activated
Next code was a 538 which is insufficient RPM change during KOER dynamic response test and my last code is 521 which is a power steering pressure switch fault according to the Ford OBD 1 code book but what is causing my car to run sluggish when the CEL comes on but when its off the car runs smooth and responses well but those are the codes that's coming up

Doesn't look like any of those codes should affect your performance.
So when you say the car is sluggish, can you tell if the engine is missing or running fine but just no power. Is your crank bolt tight, as that can affect timing.

Doesn't look like any of those codes should affect your performance. For the BOO switch code, do your brake lights work when you step on them. Did you do a quick check to see if your rear brakes are hanging up (not releasing). Is your gas mileage normal?

the crank pulley bolt you referring to ? It only runs sluggish when the CEL comes on like for instance if I'm driving while the CEL is off it a run good and open up like a SHO should but soon as the CEL comes on it bogs out in kinda of a limp mode then it runs sluggish again but I pulled over after work to run another test with the OBD1 scanner and I those same three codes then I turned the engine off and tested it with the key on and I got code 215 which is a DIS fault coil #1 so would that be my DIS module ?

These like it was test related, did you do these things during the test
521 (R) Wheel not turned during test or PSP problem - PSP
538 (R) System did not receive "goose" test
536 - Brake on/off (BOO) switch not activated during self test (found this one from another thread)

When the check engine light comes on, can you tell if the engine is missing or does it sound fine, but just no power.
Is the crank bolt tight, to rule out crank cancer.
How is your gas mileage

I can't pin point exactly what It feels like but it could be missing but if so why wouldn't it give me a code related to that ? I know it doesn't have the power like it does when the CEL is off .
