I'd say that it is likely that only one turbo is bad (if it is indeed a bad turbo). When the bad turbo(s) were replaced last time, was the oil cleaned out of the intercooler? When my front turbo failed the first time, it filled the IC with oil and the car still smoked occasionally after replacement until I used a siphon to suck the oil out of the IC.
I doubt 1 of the BOV's being inoperative would cause a turbo failure since they are both on the same pipe (and as a matter of fact, the longitudinal 3.5L EcoBoosts only have a single BOV to begin with, so 1 should be sufficient to release boost sufficiently). If the front BOV has failed and the second is unplugged, I suppose the compressor surge could cause a turbo to fail, but you would probably hear the turbo flutter and be apprised to there being an issue. Were you hearing compressor surge/turbo flutter at any time?
