I have looked at the rotors from a regular 98 Crown Vic. Probably the same rotors, massive 12.5" and real thick. The Bracket holes did not align with my 95 spindles. The 98 CV had single piston caipers, so I'm not sure if the bolt holes would be different for the two piston ones. That would be interesting to know.
About a 12.5" rotor in a 16" wheel,,,,,
Crown Vics have a lower offset wheel, and a bigger offset/tall hat on the rotor resulting in the rotor being closer to the back of the wheel. The wheel tapers out to the rear, resulting in a lot more room at the back of the wheel.
SHO rotors are much closer to the front of the wheel, where there is less room. Supposedly for only about a 12.2" rotor when combined with slicers.
Some aftermarket 16" wheels have more internal room than slicers.
I seem to recall 2005 Crown Vics had a shallow hat rotor but I never researched it further. Ditto for the new Mustang GTs and a couple other models.
