Short story is, car wont Idle stalls, when i raise it or hold my foot on the gas it runs and drives fine. I ran a resistance test connecting the 2 prongs on the IAC and it came back 0, which I would think means the IAC is shorted. I also checked the connector and it is getting 11 volts or so. So is that how you test the IAC, by testing resistance across the 2 prongs?

You can simply pull the IAC, off the manifold and have someone turn the car to the ON position, you should see the IAC move. If you can't find anyone, or have no friends ( ), you can just take a 9v battery to the IAC and see if it moves.

when you took it off, did you give it ground? it might be a case ground..
also if someone has tried to adjust the idle incorrectly it might just be out of sinc.. also it works by pluging a vacuum leak if the passage is clogged up it wont work either.
