Sorry for the delay in responding, but I think there are some misconceptions on what the problem is vs the fix, and what safe is vs unsafe.
Firstly, the HPFP is the absolute only way to make the same amount of power in winter, as you do in summer without potentially exceeding the fuel system's capability. We've been saying that for years, even before we had an upgraded hpfp that if you want a tune for max power in the summer, it will be out of fuel without an upgraded pump come winter. This isn't a secret or something we have been shy about, so it definitely shouldn't be a surprise.
Secondly, we have done, and can do, specific cold weather tuning, but it will have power removed. This has been offered out to people, but almost everyone turns it down because others are claiming to not have the problem, which in their mind means it's in the calibration. The calibration isn't the direct cause of the drop in fuel pressure, but adding the power, while commanding the amount of fuel necessary to keep that power level safe CAN make a situation where the HPFP can run out of steam. Also, since some people happen to have a stronger pump from the factory than others, it furthers the misconception that it's in the calibration.
Thirdly, in that case, we do have our tune dump power out, but it's reactive. The pressure has to drop for it to do this, and it has to happen for a certain amount of time to ensure it's not just a spike, which means that you can run into the misfire conditions, which in turn can create a "no shift" situation because it can't rev past this RPM range due to the misfires. This is why we are so adamant that the fuel pump is the proper path for these problems.
Our point is everyone want's to have their cake and eat it too (making peak power year round), but sometimes that means you're going to need the HPFP upgrade. The only alternative in our mind is to pull power back to reduce the amount of fuel needed in the first place. Other people's methods of keeping the power level high, and commanding less fuel has a much higher chance of issues that keeping the proper amount of fuel in the engine. Lowering shift points also does not fix this issue, it just masks it since you aren't in the range where it acts up, but then you're shortchanging the performance of the car since your'e shifting too early for optimum performance.
