Hmm, the plug shown in Post #17 doesn't appear to have been connected to anything recently, so that's probably not the issue. I will try to pull up the factory service manual this evening. I'm guessing that the relays are located in the Generic Electronic Module (GEM) panel, but I don't have much experience with the Gen 1. My first SHO was a Gen 2 (1993).

I don't know what the item is that you found near the steering column. I wonder if that's the switch for the "key in" chime that senses when the key is in the ignition and will sound the chime if you open the driver's door with the key still in the cylinder.

I will try using a hot glue gun to keep it in place.
Still can't find the relays to test them.
They are not in the bundle next to the steering column.

Here are the power window circuit diagrams for a '90. Close enough to a '91.

The window safety relay is behind the passenger side kick panel, per page 3. A couple of metal clips need to be levered off the plastic studs to remove it. Also gives info on how to test it.

Nothing behind the kick-plate. Nothing under the audio insulation either. Going behind the glove box, there are some relays, but the wire colors are off. I only have a regular service manual, not electrical, so it isn't helping. I disconnected the Siemens relay as I think it might be the safety based on the wire guage. Now I need to figure how to bypass it for testing, as the diagrams are very vague. Of course, it is screwed in so it won't be easy to remove and see if it has a contact map on it.

Ok, both relays replaced, still nothing. Pressing the switches does send a signal to the window relay, but nothing. The safety relay has a convoluted configuration that will require odd jumpers to bypass, but at the time I have to figure out where the break is.
