Titled question, i've been looking at 2019s, but havent been able to locate a single one with PP.

No, PP was definitely available for the 2019s. (The final Ford Taurus was built Friday, March 1 2019.)

The notable changes for the 2019s was deletion of the Power Tilt/Telescoping Steering Column and the Rear-Window Power Sunshade.
