Now now boys. I don't remember who it was, at this point it doesn't really matter. And no, the value isn't going to change any time soon.
Just as an FYI, the time limitations are really meant to hinder malicious spiders and/or spammers that might get past the system checks. The search function can be used by malicious spiders to intentionally crash servers. Spammers will use private messaging system to message all the users it can and as quickly as it can. As you can imagine, the end result would be a server crash. While it may suck for some, the over all end result is worth a little inconvenience IMO.
