69MM TB Install problem

Im trying to install my bored out TB and am having some problems. I can't seem to get it to idle correctly. It fires right up, and the RPMs slowly rise to 2200-2300. After 15 seconds, it SLOWLY drops down to around 1200. I have the idle set at 1050. The RPMS also drop when I push the clutch in, then rise back up.
So I thought it was the TPS. after messing with the one I had for an hour, I tried a new one and it still does not idle correctly. I don't get it.
Also while in gear, it seems like when no thottle is applied the car gains speed.
so whats the deal?

Check the PCV line under the TB and make sure its hooked up.

Also, check to make sure you don't have any small vac leaks.

As a last resort, you can play with the set screw on the TB stop, its possible it isn't set correctly. Or, you could jsut remove the TB, as you aren't going to see any gain at all from it.

I have a tweecer, but I don't really know how to use it yet...

I'd hit up yamahaSHO or another tweecer person to see if maybe its computer related. Other than that I would check for vac leaks...
