Shifter twisting question

I am a noob to SHO's. In my experience with manual shifters the shifter itself shouldn't move around right? I can take the shifter and turn it 360 degrees. So if I'm shifting from 2nd into 3rd or 4th into 5th it will twist. I bought the new rod shifter bushing kit (because mine are splitting) and the plastic cup bearing from shosource that goes on the bottom of the shifter, is that the reason it moves/twists or is it normal for the shifter to be sloppy?

No, the shifter itself it broken, the only fix is to find another that isn't.
