The pieces inside the bumper cover that hold the bolts are very rusty.
One broke in half. Are these available? Would Jy pieces likely be in the
same condition? Anyone have this problem? Fab my own? Or is there some
simpler solution I haven't thought of?

There is a rear bumper hardware kit that is obselete but should be available of some dealer's shelf if you look hard enough. 3F1Z17C756AA. I bought the last one from Green Sales and found it did not include that hardware although it included the bolts and just about everything else. This caused me to believe that it was available separately although didn't go to a dealer to find out. I ultimately used hardware from another bumper. Although rusty they were in one piece. I cleaned them up, Ran a tap through them (or is it a die?) and re-used them. I don't how easy they'd be to fab given they have to clip onto to the bumper cover so they're in place when you screw in the bolts. If anyone has found them new I'd also be interested in knowing.

If you're talking about the nuts inside the bumper that hold the bumper to the impact absorbers, I bolted those ****** nuts in position to the bumper - after breaking the tabs on a brand new bumper.
