Hey,
I picked up one for my friend's '99 from Napa a couple months ago. It was a new one, not a re-cored one. Still doing fine. The lower driver corner had a leak that kept getting worse on her stock one. Hope this helps.

Yeah, the foam being wet is a given. The low coolant light has always been a problem with the degasser tanks. Gunk builds up in there and makes the float stick. Long as you can see fluid in there it's fine. Also best to get the completely clear degasser tank as well. And watch the hoses. I just replaced almost all the ones from the water pump to the heads under the T-body. Rotting from the inside out. Keep your eye on that dash gauge bro! ;)

Well I have two used radiators.

If the tank is leaking take it out and recrimp it. Easy to do with a vise grips.
