So my secondaries are "stuck open" I can move them freely, so i know the butterflies are not stuck. And if I unplug the imrc they close and when I plug it back in they instantly go open. And when the car is off they close right away. What would cause the Imrc to open the secondaries at all times?

Yeah mine did the same thing, the IMRC opened up when I started car, had to replace everything. Box and cable.

Stuck open is not a problem if it is full open. Stuck closed is a hassle. Simplest to wire the secondaries open for all use and then ditch the IMRC completely. There is no effect on performance at all and it cleans one item off the motor that is not needed, reducing complication, and even a touch of weight, though likely only a pound or so.

The frayed cable is preventing the full return of the cable. This keeps the small switch inside the IRMC box from making contact and turning on the code.

Just get rid of it and wire them open. The code will go away once the IRMC is disconnected.
