The reason they are called 60K service, is you are supposed to do the service every 60K miles. However, people have gone longer than 60K if there are no issues and the lack of parts like a crank position sensor can last much longer than 60K. Do you know if the previous owner had the 60K done before you had the car? Looking at the water pump in the first picture, the top of it looks pretty clean as well as the cam seals. Can you see where the oil is leaking? Typically, if you are taking the engine apart that far, you want to replace crank seal, timing belt, cam seals, and water pump while you have it apart. But if the previous owner already did it, then you may not have to replace all those things. Maybe that is why the timing is off. Did it run ok when you first got it? If so, I am wondering if your woodruff key has failed. If you go through the front 60K procedure, there is a picture of the woodruff key.
