directly after changing the fuel filter.. the pump has gotten atleast 3 times louder... could this be from not having the resiction of the dirty filter? Has anyone experianced this?

Yes, Directly after installing the new fuel filter on my 89 SHO, when I turned the key on for the first time the fuel pump was louder than normal.

I cycled the key about 10-12 times, to prime the fuel filter and lines.

When the pump sounded normal again, I started the engine. Started just like it should.

Just my experience, hope this helps.

89, 90s, and some 91s (mine included) were loud from the factory. mine quieted down after upgrading to the 190.

...just turn up the stereo. That's what I do. :D

Seriously, though - the lower backpressure may allow loose clearances in the pump to float around more. The Walbro units are very quiet compared to the stock Ford. When I put mine in, I couldn't tell if it was working or not until I started the car. It makes NO noise.
