I recently replaced both turbos in my 2012 MKS. Previously at least the front turbo was completely shot (exhaust turbine snapped off of shaft), and I was getting max 0 boost PSI.

Fortunately, I know get proper boost, maxing out at about 10.4 PSI, which from all research seems to be about right.
The issue I'm facing now is that when I go heavy on the throttle, There's some shudder/shift hesitation when it reaches that max 10 PSI boost figure, and I'm trying to figure out if it's a transmission/PTU issue or another engine issue.

Step by step, when I give it the beans, it will quickly build boost to 10psi, then when the RPM's get close to red line and the vehicle attempts to shift, the RPMs oscillate down and up around 5000 RPM before shifting, and the boost drops a bit to 7-8 PSI.

I'm planning on getting a transmission/PTU service done, since frankly I'm sick of being under the thing. I'll also probably change out plugs since they did look a bit worse for wear when I checked them. Any other diagnostics I can check? I pulled codes and there's nothing.

The transmission fluid level isn’t sufficient at the full mark, you need to overfill it on purpose about a 1/3 of a quart. That should eliminate your issue.
