SHO Off

Hey, just picked up a beater 89 SHO for my winter car, the car didn't run and the previous owner had it checked out for a possible CPS failure, but since the starter was toast I couldn't confirm.
So, I have replaced the Starter, and the engine cranks and starts up right away, runs smooth. Stop and stop a few times no problems, no CE lights either. Now when it is started, the Tach reads around 1200 rpm, which is too high for idle, and it stays there. When driving the tach doesn't rise normally, it starts to move around 3K RPMs or so, and rises quicker than my 8lb flywheeled SHO. SO that is definately not working good. Drove around for about 5 minutes in two seperate trips with no problems.
I am wondering if this is a definate CPS problem or is this something else. Old owner stated car used to die on him whenever it felt like and then would start again after anywhere from about 30 mins to a day.
