gas flooding

I have a 92 sho wagon It ran before the conversion but has been in the frame shop for 8 months. when I got it back wouldn't start pumping gas through and ending up in oil pan. replace oil filter and put on a new fuel preasure regulator that was recomended by a mechanic still flooding anybody help

I guess you mean it wouldn't STOP pumping gas through and it ended up in the oil pan.

If so, you have leaking injectors.

The FPR shouldn't have had much effect unless if was allowing the pressure to go WAY over 39 psi.

Fuel pressure guage time. Check pressure and do a leakdown test.

Hold gas pedal to the floor and crank. See if it clears the fuel out of the cylinders. Then look for wet (fuel) spark plugs.
