Fuel issue help

Struggling. 92 SHO been sitting for 3 yrs. Ran great prior. Wanted to get gas out of tank. Couldn't get siphon in, so figured a new fuel filter would be a good idea anyway. Disconnected and removed filter. Filter was clear. Tried to jump fuel pump at emission test PIN to drain fuel. Hear a click, but pump doesn't start. Checked emergency switch. Red button is FIRMLY in down position. Is that where it should be? How do I release it if I want to re set it? Seriously doubt fuel pump developed a problem while sitting...BTW - engine will crank and fire briefly with starter fluid, than die. Didn't want to do that more than twice. Definitely a fuel issue. Still want to get gas out of tank. Anything I missed while jumping the pump? Key on and connected fuel pump PIN to negative battery terminal with 8 gauge wire. Heard click in front of vehicle, but nothing from pump. Someone please talk me off the ledge....

IS there voltage at the inertia switch in the back. The red button on it should be depressed. If there is power to and from that switch then you should look at the relay module or you could start by checking the fuse for that system.

Thanks. I've reviewed the fuel pump threads. I'll get out the multimeter and start testing. The alternator is currently not hooked up (ac compressor had seized and threw belt). Next project after getting cranked and running. Will that by any chance impact voltage readings? Also - had heard click when tried to jump fuel pump by grounding test PIN. Does that indicate relay module is probably OK? Plan to chack fuse and voltage at inertia switch first. Also read some discussion about a fusible link off battery cable. Possiblility? Just trying to gather as much info as possible before the diagnosing excercise. Sorry if this is too basic...Thanks for any help.
