Dk. Green Plus / no start

I'm thinking about buying a dark green plus for $1,000. its kind of rough but decently priced(delivery included).

Problem is it doesn't start. It has a new CPS. It used to run,(burns oil) he drove it around a little, etc...
The guy says the timming belt "slipped". First of all is that possible? Or is it more likely broken?
I went to see the car and you can't see the timming belt without taking off the cover. (didn't take the cover off...)

What else would cause it to turn over and not start? Its not the CPS and it doesn't start any more. It was more of a one day it works, next day it doesn't.
Cats could be clogged, maybe spark related, but the timming belt sort of makes sense.

Any ideas? Is the car worth it?

Open the oil cap and shine a flashlight in there while someone turns the car over.

You should see the cams, if they move. the belt is good.

You could look for 40PSI on the fuel rail if you have a gauge.

Spark, pull out a plug from the front row, ground it.. and see if it fires.
