Dash lighting issue

Aighty...here's my issue. I got a 92 with a fog lamp mod. We've (me and the previous owner both) have had issues with the headlight switch....well, actually, the harness. When I bought the car, the headlight switch didn't work, but the autolamps did. The previous owner had another switch, but didn't have the gumption to put it in. Well, I did. And when I took the old switch off, the middle of the wiring harness looked all burnt and melted. Well, a lil convincing with a screwdriver helped the new headlight switch to work properly. Then, come to find out, the foglight mod had been shoddily done. Basically, bare wires hanging hither and yon blowing fuses left and right. After I fixed that with the proper connectors, the dash lights started acting up. With the parking lights on, the dash don't light up and the fog lights don't come on. Turn on the headlights, and away we go...everything works. But if I turn on the high beams, it all goes dark again. Anyone have any ideas on how I can fix this? It sucks not being able to see very far when I'm coming into work in the morning.
