I jumped it and put an new battery in it, new starter and the alternator is 3 weeks old, but car will not turn over

I thought I had a bad ground but I've triple checked everythig I could think of. There is fuel pressure on the rail and the car ran and drove great prior to doing this so I'm not sure what's up either.

Whats up with the crossover tube bolts? Why would that keep the car from starting?
