Start the engine and open the hood.

Look closely at the vacuum actuator for the secondaries.

Grab the throttle cable and pull back steadily.

See if the actuator arm rotates when you hit 4000 RPM.

There should also be a noticeable change in engine sound at that point.

Stuck open is definitely most likely. If there's no vacuum signal they default to open. Check the two hoses for dry rot, check the tee where they join (under the TB area) and make sure the little canister on the back of the intake (near the firewall) has a hose attached to the plenum and that the electrical plug is still plugged in.

Even easier:
they are open when the engine is off, and they are closed at idle.
observe the position of the actuator while the engine is off, and confirm that they move to the closed position when the car is started.

Chuck, did you look at the vac. hoses that go from the canister on the back of the intake up to both butterfly actuators? Check for kinks or holes. If you cant find any, we'll test for voltage at the plug and go from there.
