Anti-Lock light stays solid when pulling codes

I have a 91 SHO im trying to get fixed up to road worthy condition. It was given to me by a family member not running (turns out the battery was just dead as a door nail lol) It now has an ABS light on 100% of the time. I tried jumping the connector to pull the codes but the light stays solid. What could be causing this?

My '91 did that when the ABS controller died. But, my ABS would activate at strange times when not needed, or sometimes not at all,

You can run the self diagnostic and the car will tell ya. Surest way to know is if the ABS brakes activate at all the wrong times, or not at all when they should.

I can not drive the car on the road, it is not road legal yet. From what im told the ABS system doesnt work at all though. Is there some test I can run with the car parked? I have a code reader here but from what I understand it will not work for the ABS system.
