93 SHO ATX a Clunker ???

I checked to see what the combined MPG of a 1993 SHO at http://www.fueleconomy.gov/feg/CarsSearchIntro.shtml . They have it classified as a clunker getting 18 mpg. But if you look at any other year or model its not a clunker. Only the 1993 ATX SHO is considered a clunker. What going on ? Was there something they did different that year to the engines or did the government just get it wrong ?
