93 Climate Control Problem ?

I have a problem with the climate control.
The fan or blower is always on and doesn't respond to off or fan speed changes.
The unit will give me all the hot and cold air I want to the different locations but I cannot shut it down without pulling the fuse.
I went as far as replacing the control unit with one from a junk yard.
Nothing changed, any help would be appreciated.

It's the blower control module most likely. It's cheap and easy to replace, do a search for more information!
