91 taurus can't rev past 4000RPM

Hello everyone. My dad left me with a 1991 Taurus wagon with a blown motor but everything else is good. I paid one of my local backyard mechanics to drop another motor (the 3.8) in there. It sounds really good and runs great til you get to 4000RPM. Then it just bounces between 3800 and 4000. I suspect it's a broken sensor or something but I really have no clue since this is my first one.

Any suggestions?

Right on, thanks. I posted there and got this answer in about 2 minutes:

"The Taurus has a 4000 rpm rev limiter in park and neutral."

That was an easy fix!
