Need to get the '89 back from KY, and when I do, I have another '89 steering wheel to swap in.

Anyway, the current wheel pad is dented in, as many are. Probably from an over-anxious horn blowing at some point!

Is there a good way to safely flatten it out again so it is at least close to the original look? Any tips/tricks?

I had the same problem with my first 89.
I disassembled it to the metal and pressed it back to normal.

Ron, I have a spare one that's not dented in. I'm super picky about stuff as most of you know, and the rubber cover part had a stain on mine that I could not remove. I picked up a junkyard one, swapped the rubber cover, but still have the metal frame that the padding goes on. I have no use for it if you can't get yours fixed to your satisfaction. Let me know. (No this is not a for sale ad, he can have it for shipping cost only).

Be careful though, when I swapped mine out, I inherited a problem of the horn chirping when I turn the wheel. After checking all the connections/contacts to ensure they weren't getting pinched, I still am having the issue.

There are some spots that are supposed to have some tape on them near where the screws go through.

Yeah, I saw some clear plastic tape/tab things around that area. I think they're bent/angled because I compared the 2 I had to make sure they were put back together the same way. I'll have to re-check it again sometime.
