If you size the turbo small enough for quick response, you'll see a huge bump in torque in the lower RPM's and it will fall quickly (especially if using IWG). If the torque drops off enough, peak HP will be much lower (similar to the below graph).

This will be all in how they want to build the setup. At a lower price point, there will be a trade-off somwhere.
I love the near-instant torque that my STi has, but it dies quickly up top leaving me wanting more. Coming from a centrifigual blower, I'm used to the constant pull into the seat. With that said, I have picked up a 20g/TD05H/8cm for the STi as with a few other mods (port matching and heat coatings), it can retain stock boost response (or better), have higher peak numbers, and keep the torque further into the powerband.
