Z23 Brake Upgrade Kit (what is this piece?!)

Can someone please tell me what this doodad is in the PowerStop Z23 full brake kit. Looks like a bleedscrew cover, but it has holes on both sides...

Okay, now I have a real question... does the slide bolt with the rubber go in the top hole or the bottom hole?

The rubber bushing goes on the trailing side of the caliper.

I have them on my outlander gt and will be buying a kit for my sho stop great no warping yet still over half pad over 20k on them
