Won't Start After Motor Swap

This is on a '91, will not start, has fuel/spark/air.

Recently swapped the motor from my totaled Mocha '91+ into my black '91. Previously the black car had been picked at, leaving the insides of the motor exposed so I opted to just swap it out. In addition to the motor I had to replace the headlight harness as rats chew through it, although I don't think that had any effect on this. After the swap the fuel pump on this car didn't work, not sure if it ever worked before. Swapped in the tank/pump from the Plus, had a voltage drop at the plug for the pump ~10.1 volts which led to the pump not running. Hardwired the pump to a switch, pump now runs. Car has spark, fuel pressure is 35 cranking, 40 with key on. Won't start.

Any ideas? Possibly some plugs on the harness crossed?

There's a lead coming off the positive battery cable that attaches to a "Christmas Tree" connector behind the pass. headlight. It's very common to miss that connector on '91s and will cause the exact symptoms you're seeing.
