Wiper issue on my 95 ATX

I searched and found similair issues but nothing exact. I recently picked up a 95 ATX and the wipers won't park. The bigproblem with them is wherever they are when you turn off the switch, that is where they stay. Bottom, middle, top doesn't matter. Is this a motor issue or a governor issue? All I have been able to find on the governor is that it is somewhere under the dash on the firewall. Anybody have a more exact location?

It's the intermittent wiper module. It's on a little tree of modules under the dash on the drivers side between the knee bolster panel (the panel under the steering column) and the radio opening.

Try putting it on the 2nd slowest mode (2 clicks up), let it wipe then come back down and let it rest for like 3 seconds and quickly turn it off. Thats how i have to get mine to go down all the way, or it will go all the way up and stop or it will just stay where its at LOL

Had the same issue with my 95 mtx last summer. Wound up swapping in a boneyard wiper motor to fix the issue.
