SHOrod is correct, anything more than 12mm of thread engagement is wasted on a 12mm diameter stud.

I would think so. Aluminum doesn't rust like iron but it does corrode and pit and get funky over time. I'm just not sure what the salt usage is up there. Most of the vehicles I've seen had a good amount of rust. You can coat with a spray, anodize, powder coat, there's a few options. If you like the aluminum look there should be a clearcoat of several types available.
