this is under my steering wheel mounted to the panel .it is an after market thing I think . it is not on my other 92 only the one I just got.any ideas?

Can you trace the harness that it is attached to? Where does it go?

Its a carded starter **** there is a key that is inserted to allow the car to start

I can't remember off the top of my head what it is called. One of my Jeeps I owned 7 years ago had it. Yours must be disabled because without the card you slide into it, it will not start.
