OK, I have my car jacked up right now, replacing the power antenna. When I pulled back the wheel well I noticed this plastic container looking think all smashed up. What is the significance of this item? Is it important?

Follow the tube back and see what it hooks up to. Depending on how and what it is hooked up to, it could be the source of a vacuum leak.

its actually a vacuum accumulator. it holds vacuum for the EATC and power brakes. manifold vacuum -> vacuum accumulator -> EATC, power brake booster. im not at full par right now, so it might have some other uses.
with the cannister broken, the hole needs to be repaired or the unit needs to be replaced. splicing lines is OK, gaping hole is not.

fiber glass it with some fiberglass fabric-mat and resin, then repeat like two or three times, just get it clean first, you shouldn't have any other problems with it, I would run a bead of silicone around the outside on the bottom where the seam is just to make sure. Let us know how it turns out.
