Weird electrical issues?

When I turn my headlights or running lights on, this is what happens. The clock back light goes off. They come back on when I shut the lights off. Any ideas?

I also included a video of what happens. I know the Dimmer for the dash is shorted out, but only in the full brightness position. I know diagnosing electrical issues is like trying to catch a unicorn while in a clown costume, standing on one foot, blindfolded with a brick balancing on the other foot. So any input would help lol

Sounds like normal to me. When you turn the head light on the back night shouldn't be needed because its dark out.

It doesnt light up at all, at night its not even on so i cant read the time. Doesnt seem right?
